ต่อมาเอกอัครราชทูตสาธารณรัฐประชาชนจีนประจำประเทศไทย แจ้งว่า รัฐบาลสาธารณรัฐประชาชนจีนยินดีมอบหมีแพนด้า 1 คู่ให้ประเทศไทย และวันที่ 22 ตุลาคม 2544 รัฐบาลไทย โดยคณะรัฐมนตรี มีมติรับทราบ และมอบหมายให้ องค์การสวนสัตว์ในพระบรมราชูปถัมภ์ ประสานงานเพื่อเตรียมความพร้อมต่าง ๆ ซึ่งต่อมามีการประชุมและดำเนินการ ภายใต้โครงการวิจัยและจัดแสดงหมีแพนด้าในประเทศไทย โดยได้รับการจัดสรรงบประมาณรายจ่าย ประจำปีงบประมาณ 2545 จากงบกลาง รายการเงินสำรองจ่ายเพื่อกรณีฉุกเฉิน หรือจำเป็นจำนวน 39,818,313 บาท เป็นค่าก่อสร้างส่วนวิจัยและจัดแสดงหมีแพนด้า และมอบหมายให้กองพลทหารช่าง ค่ายภาณุรังสี จังหวัดราชบุรี เป็นผู้ดำเนินการก่อสร้างในระยะเวลา 210 วัน
วันที่ 4 มีนาคม 2546 มีพิธีลงนามในสัญญาการสนับสนุนหลักระหว่าง บริษัท การบินไทย จำกัด (มหาชน) และองค์การสวนสัตว์ ในการสนับสนุนการขนส่งหมีแพนด้าจากประเทศสาธารณรัฐประชาชนจีนมายังประเทศไทย สนับสนุนที่นั่ง สำหรับผู้ที่จะร่วมเดินทางไปรับหมีแพนด้าจำนวน 50 ที่นั่ง สนับสนุนบัตรโดยสารเครื่องบิน สำหรับเจ้าหน้าที่ต่าง ๆ ในวงเงินปีละ 1 ล้านบาท สนับสนุนค่าใช้จ่ายในการจัดทำกล่องสำหรับขนส่งหมีแพนด้า และสนับสนุนการขนส่งไผ่จากจีน มายังประเทศไทยเมื่อมีความจำเป็น
วันที่ 10 สิงหาคม - 10 กันยายน 2546 องค์การสวนสัตว์ได้จัดส่ง นายสัตวแพทย์ 1 คน และพนักงานเลี้ยง 1 คน ซึ่งจะทำหน้าที่เลี้ยงหมีแพนด้า ไปศึกษาดูงานและฝึกอบรมการเลี้ยงดูหมีแพนด้า ณ ศูนย์วิจัยและอนุรักษ์หมีแพนด้า เมืองวู่หลง มณฑลเสฉวน สาธารณรัฐประชาชนจีน
วันที่ 1-5 กันยายน 2546 ฯพณฯ รองนายกรัฐมนตรี (พลเอกชวลิต ยงใจยุทธ) ข้าราชการระดับสูงและผู้บริหารระดับสูง ขององค์การสวนสัตว์ เดินทางไปเยือนสาธารณรัฐประชาชนจีนอย่างเป็นทางการ เพื่อเจรจาความร่วมมือในด้านต่าง ๆ พร้อมทั้งร่วมพิธีลงนามในข้อตกลงความร่วมมือการวิจัยและอนุรักษ์หมีแพนด้า ณ กรุงปักกิ่ง จากนั้นก็เดินทางไปเลือกหมีแพนด้า 1 คู่ ที่จะนำมาจัดแสดงในประเทศไทย ณ ศูนย์วิจัยและอนุรักษ์หมีแพนด้า เมืองวู่หลง เฉินตู มณฑลเสฉวน
วันที่ 12 ตุลาคม 2546 ทูตสันถวไมตรีหมีแพนด้า "ช่วง ช่วง-หลินฮุ่ย" เดินทางมาถึงจังหวัดเชียงใหม่ เที่ยวบินพิเศษ "เรารักแพนด้า" มีพิธีขบวนแห่ยิ่งใหญ่จากท่าอากาศยานนานาชาติเชียงใหม่ ถึงสวนสัตว์เชียงใหม่ เวลา 17.25 น. ท่ามกลางความชื่นชมยินดีจากชาวเชียงใหม่และจังหวัดภาคเหนือ

Project for Panda Research and Display in Thailand was established in 2003 after General Chavalit Yongchaiyudh (the Deputy Prime Minister)had been visited the People’s Republic of China in 2001. He persuaded the president and prime minister of the People’s Republic of China to lend a pair of giant panda in order to be “Animal Ambassador”, reflecting the close relationship between China and Thailand.
Later, Chinese ambassador in Thailand informed that Chinese government agreed to give a pair of giant panda for Thailand. On October 22, 2001, the prime minister assigned the Zoological Park Organization of the Kingdom of Thailand to be responsible for conducting under Project for Panda Research and Display in Thailand. The Project for Panda Research and Display in Thailand is completed with the construction work allocated a budget of 39,818,313 baht by the army engineer of Panurangsi Camp, Military Camp in Ratchaburi within 210 days.
The Deputy Prime Minister (General Chavalit Yongchaiyudh) and the committees had been visited the People’s Republic of China again for signing the Agreement on Cooperation on Research and Conservation of Giant Pandas at Beijing and chose a pair of giant panda at Chengdu Research Base for Giant Panda Breeding in Wolong Nature Reserve, Sichuan. The budgets construction is estimated to be worth around 39,818,313 baht which was built within 210 days by the army engineer of Panurangsi Camp, Military Camp in Ratchaburi.
On March 4th, 2003, Thai Airways International Public Company Limited together with the Zoological Park Organization under the Royal Patronage of the H.M. the King signed a joint agreement as main sponsors in support of the Panda Research and Exhibition Project Thailand. THAI’s support for the project includes the transport of the two pandas from China to Thailand. THAI offers 50 passenger seats to China in order to receive delivery of two pandas. THAI is also providing air tickets for related personnel worth 1 million baht per year. In addition to providing transport, THAI will be carrying bamboo shoots from China.
On August 10th-September 10th, 2003, the Zoological Park Organization under the Royal Patronage of the H.M. King provided one veterinarian and one keeper to study and train how to rearing giant panda at China Research and Conservation Center for the Giant Panda, Wolong city, Sichuan province, The People’s Republic of China.
On September 1st-5th, 2003, Thai Deputy Prime Minister Gen. Chavalit Yongchaiyudh senior government official went to The People’s Republic of China for signing on the Agreement Cooperation on Research and Conservation of Giant Pandas at Beijing and selected a pair of giant panda at Chengdu Research Base for Giant Panda Breeding in Wolong Nature Reserve, Sichuan.
On October12th, 2003, Chuang Chuang and Lin Hui are considered as “Friendship Ambassadors” between China and Thailand, flying in a special THAI airplane with the special flight called “Love Panda Love Chiang Mai”. The welcoming ceremony participating with people from government agencies and local communities for the pandas began at Chiang Mai International Airport to Chiang Mai Zoo at 17.25 p.m.
